I am over 18 years of age and legally competent to testify as to the facts herein of which I have personal knowledge. 2. ., I am familiar with all pertinent facts of this request and specifically with the contents of this affidavit. 3. I was the Director of the Nacional Institute of Sports, Physical Education and Recreation, Instituto Nacional De Deportes, Educacion Fisica, y Recreacion, ("INDER") in Cuba from 1987 - 1992. 4. Before becoming the Director for INDER, I was a national official for INDER from 1984 - 1987. 5. Prior to becoming a national official for INDER, I worked as the National Director of Teaching, Director Nacional de Docencia, for INDER from 1980 to 1984. As Director of Teaching I was responsible for all of the national physical education programs in Cuba. 6. During my 24 year career with the INDER I became intimately familiar with the Department of State Security's involvement at all levels of the sporting programs and the Department's involvement with the athletes. 8. The security officials monitored the movement of all athletes through snitches or informants scattered throughout the INDER system, from the teachers, to the coaches, to the INDER administrators, and to the athletes in every team in Cuba. 9. There was a special unit of security officials that were connecting directly with the athletes to seek out reliable informants. The informant was expected call his contact at the State Security to report that official of the movements, conversations, or actions ofthe people around him, including any actions or conversations that could be considered suspicious by the State. 12. Becoming an informant for State Security is not compulsory, but voluntary, and, for an athlete, there are several advantages to becoming an informant for the 'State Security, since that is that body that decides what players are allowed to travel with-the National teams. 13. Based on -information provided to it by other informants, State Security classifies every athlete as either trustworthy, "of confidence", or untrustworthy, "not of confidence". Any athlete labeled untrustworthy or "not of confidence" is prohibited from traveling with the national team. 14. An athlete, who becomes a reliable informant, that is, one who provides actionable information for the state, may alter his standing with state security from untrustworthy to trustworthy, which would make that athlete capable of traveling with a national team ..
