Requests Filed
with USCIS
Lockbox
USCIS will process all DACA requests, regardless of whether the individual
is in removal proceedings (unless the individual is in immigr.ation detention
under the custody of ICE) or subject to a final order of removal. Depending
on when the order was issued. this could be an order of deportation, exclusion
or removal. A complete DACA package consists of concurrently filed Forms
1
-821 D, Consideration of Deferred Action for Childhood Arrivals and 1-765,
Appl ication for Employment Authorization, with the worksheet, Form l765WS. Forms 1-821 D and 1
-765 must be filed concurrently. DACA requests
wi ll be adj udicated by all fou r Service Centers.
All DACA requests are filed, with applicable fees, and with the appropriate
USCIS Lockbox. DACA filings mistakenly mailed to a Service Center will
be forwarded to the appropriate Lockbox for processing. Requests received at
a Lockbox Facility will be electronically scanned into OnBase (the Lockbox
intake system) and all pertinent fields will be populated in CLAIMS 3 (C3)
into the Form 1-821 screen, but with a new category "3" as the basis for
requesting DACA. While Forms 1 1for TPS, and 1-82 10 for DACA are

very similar, when Form 1-82 1 appears in CLAIMS with category "3" (to
denote that it is actu!lllYan 1-82 1D fo r DACA), only those fields pertaining to
the DACA request will be active.
The file con taining the Form 1-82 10 and Form I-765 will be forwarded to the
appropriate Service Center for adjudication, based on the agreed upon routing
logic between Service Centers and Lockbox.
The Lockbox will screen DACA requests to determine whether they have
been filed correctly with USCIS.

Chapter 4: Lockbox Intake
Rejection
The Lockbox will use the following rejection criteria for DACA fi lings:

Rejection of Fonn 1-821 D:
• Missing Signature on either Form 1-821 Dor Form 1-765;
• Missing or wrong fee for Form 1-765 (Expecting $465 total, which
includes the biometrics fee, unless the individual fits within certain fee
exemptions established for DACA requestors and an exemption has
been previously approved);
• Missing Required Fields - needed for ingestion to C3:
• Family Name

• Address: or
• Date of Birth:
• Fonn 1-821 D received without Form 1
-765;
• Filed from a foreign address;
• Form I-131 for advance parole received with Form 1-821 D (If lhe
Form 1-13 1 is filed with a separate check, only the Form 1-131 will be
rejected and the Form 1-8210 and Form 1-765 will be accepted);
• The requcstor was 31 years or older on June 15, 2012;
• The requcstor is under 15 at time of filing and does not indicate that
he/she is in r~oval proceedings in Question 3.b. of Form 1
-821 D.
Rejection ofFonn.1-765 (based on DACA grant):
• Missing or wrong fee (Expecting $465 total, including the biometrics
fee, unless the individual fits within certain fee exemptions established
for DACA requestors and an exemption has been previously
approved); or .
• Missing Si~ature.
The "stand-alone" Form l-765sfiled by those whose removal has been
deferred under DACA by ICE will be processed al the National Benefit
Center. Prior to the decision that USCIS will proceis all DA CA requests to
include those in removal proceedings, ICE did defer removal for some DA CA
requestors.

The Lockbox will pcrfonn the following:
• A# validation is triggered by the Form 1-821D;
• If the rcquestor provides an A# that matches the Central Index System
(ClS) based upon the same name and date of birth, the A# is retained
and cloned to the Form 1-765;
• If the A# provided by the rcquestor is incorrect, the transaction goes to
the queue for research. · lf the correct A# is found in USCIS systems, it
is inserted into the Form 1-82 10 record and cloned to the Form 1-765.
lfno A# is found in USCIS systems, then an A# is assigned to Form 1
821 D and cloned to the Form 1-765;
• If there is no .. A# on lhe Form 1-821 D, the transaction goes to the
queue for research. If lhe correct A# is found, it will be inserted into

National File Tracking System (NFTS);

• T-files - locatp the A-file(s) using the NFTS inquiry screen and if the
A-file(s) are IC?catcd outside the Service Center. initiate the A-file
request;

• A-files - Perform "oew add the A-file" ioto the Central Index System
(ClS); and
• Deliver DACA files to work disoibutioo. Responsible Parry Codes
(RPCs) are used to ttack the locarioo of files at the Service Center. An
NFTS barcodc is placed un each shelf, box, or drawer in which DACA
file<; are stored.
The Service Center '~ill pcrfonn the following actions:
• Perform a Quality Assurance review on a random sample ofi.ncoming
DACA fi les. · ROP order, proper acceptance, and correct matching
data on the form compared with the CLAIMS rcc:ord, will all be
reviewed. AIJY errors will be recorded and reponed back lO the
Loekbox service provider for process improvement steps. Corrections
will be made.at the Service Center.
• Initiate an a~1oma1eJIR'PPheek of the DACA requestor's namc(s)
and datc(s) of birth; and
• Review and ~esolve any identified hit (perfonncd by BCU officers).

Rcschcduling
All reschedu le requests will go through the centralized rescheduling
facility. The centers will be notified via a spreadsheet from the centralized
rescheduling facility.upon rescheduling of an original ASC appointment.
The requestor can reschedule multiple times within 87 days of the initial ASC
appointment date. If the requestor fails to appear at the ASC within the 87
days, the DACA request will be denied for abandonment.
If the requcstor asks fo r an appointment beyond 30 days into the future, the
centralized rescheduling facility will send a scanned request to the Service
Center for processing. The rescheduled ASC appointment date is not to

previously assigned priority or processing date is no longer applicable. A
new application or petition must be filed, and a new fee is required, if you

Chapter 6: Background and Security Checks
Background and securily checks will be conducted for all DACA requests, As
pan of the background check, USCIS requires that specific security checks or
a combination of checks are completed for Fonns 1-821 D and 1-765. TI1c
background checks refer to the analysis of the results or the security checks or
any other ideo1ificd concern relating to national ~ecurity or public safety and
the actions required 10 resolve the concern. The resolution must be conducted
in accordance with current NaBISCOP and CARRP policies.

Memorandum
The resolution memorandum is the fonnal documenta1ion of lhe
rcconcilia1ion of 11 rc'latcd hit. 'Tl1is is a mamlarory action that must be
completed before rcndtting a final adjudicative decision. Before completing
the adjudication, 1he officer should ensure that each resolution memorandum
completely resolves the hiL For a related hit, a separate resolution
memorandum must be completed for each subject with a related hit and each

Fingerprint
The FBI Fingerprint Check provides summnry information of an individual's
administrative or criminal record within lhc United Stntcs. The FBI
Fingerprint Oieck is conducted through the ln regrntcd Automared Fingerprint
Identification System (IAFIS). TI1c lAFlS is a national fingerprint and
criminal history system maintained by the FBl"s Criminal Jusricc lnfonnation
System (CHS) Division. Stale, local, and Federal law enforcement agencie:s
submit fingerprints and corresponding administrative or criminal history
information to IAFIS. Participation by state and local agencies is not
mandatory, so thc F~I ringerprim check docs not contain records from every
jurisdiction. The infonnation contained ia the record is obtained using prior
fingerprint submissions to the FBI related to nrrcsu; and, io some instanc.-es,
Federal employment, naturalization, or military service.
